James C. Phillips recently joined The Victory Bank to serve as Business Development Officer. In his new position, Phillips will analyze clients’ financial situations and develop strategic solutions to meet their short and long term goals.

Phillips formerly served as President of Norco Motors, Inc. in Pottstown. In addition, he was Chairman of the Philadelphia Dealer Council, National Dealer Council Chairman of the Finance Committee, and Vice-Chairman of the Dealer Advertising Association.

A resident of Lower Pottsgrove, he is a graduate of Gettysburg College where he earned a Bachelor of Arts degree in History and minor in Political Science. Phillips is a Lower Pottsgrove Commissioner where he serves as representative to the Council of Governments and was former Chairman of the Zoning Hearing Board. In addition, he is a member of the Tri-County Chamber of Commerce, appointed member to the Montgomery County Economic Development Task Force, and 2009 Keynote Speaker at the American Cancer Society’s Relay For Life in Pottstown. In addition, he has served as a Career Counselor to Automotive Vocational Students at Pottstown High School and past Vice President of the Audubon Recreation Association.

The Victory Bank has named Trisha Metz, Credit Department Manager and Matthew Melcher, Junior Credit Analyst. 

In her position as Credit Department Manager, Trisha Metz will oversee the credit department and electronic filing system. A resident of Earl Township, she is a graduate of Albright College where she earned a Bachelor of Science degree in Mathematics and Bachelor of Arts degree in Economics. Metz works with local underprivileged children and is a volunteer for the March of Dimes and youth leader at Colebrookdale Chapel.

In his position as Junior Credit Analyst, Matthew Melcher will perform credit analysis, reporting and commercial underwriting. A resident of Boyertown, he is a graduate of Kutztown University where he earned a Bachelor of Science degree in Business Management.

The Victory Bank announced today the completion on September 8, 2009 of its reorganization as a wholly owned subsidiary of a new holding company, The Victory Bancorp, Inc. In the reorganization, each outstanding share of common stock of The Victory Bank was converted into one share of common stock of The Victory Bancorp, Inc. Stock certificates that heretofore represented shares of The Victory Bank common stock will now represent an identical number of shares of The Victory Bancorp, Inc. common stock without any further action by stockholders. The reorganization does not alter the business of the Bank. The Bank’s deposits continue to be insured in full by the Federal Deposit Insurance Corporation (FDIC).

The Board of Directors believes that the establishment of the holding company will expand the means by which capital can be raised, provide the Bank with greater flexibility in structuring possible acquisitions, and allow greater diversification of the Bank’s activities.

The Victory Bank has named Shelly Stockmal, Executive Assistant and Leslie Unger, Administrative Assistant.

In her position as Executive Assistant, Shelly Stockmal provides support to the CEO and President. In addition, she coordinates bank reporting and loan review. Stockmal formally served as Administrative Assistant at National Penn Bank’s Pottstown Business Center.

A resident of Stowe, she is a graduate of Perkiomen Valley High School. Stockmal is a Girl Scout Leader at St. Aloysius in Pottstown and member of St. Gabriel’s Roman Catholic Church.

In her position as Administrative Assistant, Leslie Unger provides support to the lenders and loan operations. 

Unger formally served as Executive Assistant, Administrative Assistant and Financial Services Representative at National Penn Bank. Also, she was an owner and partner in the former Suburban Shirt Company. 

A resident of Pottstown, she is a graduate of West Chester University where she earned a Bachelor of Science degree in Business Administration and Economics. Unger currently serves as a Board member of the Optimist Club of Daniel Boone, member of the Montgomery County Youth Aide Panel of Pottstown, and member of New Hanover United Methodist Church. In addition, she volunteered for the Special Olympics Boyertown YMCA Swim Program.
